Halam-Bi.sn ("environment" in Wolof) aims to provide a unique digital platform allowing city officials to manage in a dynamic, informed and collaborative way, the environmental issues (air-water-noise) posed on their territory.

Knowing, informing, collaborating and collecting the feelings of its fellow citizens, these are the objectives of Halam-Bi.sn.

For NUMTECH and its partners, this project represents a showcase of its know-how in terms of innovative digital decision-making tools in the environmental field and, through its construction, the project aims to be a showcase of French knowledge in terms of new technologies, fine technical instrumentation both in the fields of water and air, environmental expertise, etc.

This project is a FASEP Green Innovation project co-financed by the General Directorate of the French Treasury and the Senegalese Ministry of the Environment.

Intended for all types of companies and primarily SMEs, the FASEP Green Innovation allows all or part of a demonstrator to be financed. It makes it possible to demonstrate the efficiency of technologies, with the aim of replicating the project on a larger scale. It allows to acquire a first reference.

Within the framework of Halam-Bi.sn, the overall cost of the project is 1.2 million euros, financed up to 65% by the DG Trésor, 34% by the Department of the Environment and Classified Establishments of the Senegalese Ministry of the Environment. The rest is financed by the partner companies.







The partners of this project:

  • NUMTECH is a French design office specializing in the field of air quality and meteorological calculation. With more than 20 years of experience in the French market, NUMTECH is now the leader in France in atmospheric modeling. NUMTECH designs and uses digital tools that respond to specific issues: impact of human activities on health and the environment; monitoring and forecasting of air quality at the scale of an agglomeration or territory; management of industrial nuisances; modeling of near-field air quality in the context of urban development (eco-district/urban comfort) or indoor air quality; modeling and forecasting of meteorological situations; data provision.


  • CRÉOCEAN, specialized in project management and land planning, offers a comprehensive range of services geared towards the protection, development and management of coastal and marine areas with a permanent concern for integrated and sustainable management. This offer of advice and multidisciplinary services is available through 3 areas of activity: (i) Coastal development, (ii) Offshore Projects – Characterization of the seabed, (iii) Environmental and regulatory studies.


  • AMBICITI is a start-up created by INRIA (National Institute for Research in Digital Sciences) in December 2016. Its objective is to produce collaborative noise pollution maps. These collaborative maps are created from classic simulations in which collaborative measurements made with a simple smartphone are aggregated. This smartphone is also an information tool for citizens that allows the community to communicate on environmental elements.



  • Specialist in digital business solutions in the fields of the environment, SOMEI contributes to the development of the performance of its customers and to the improvement of the quality of public service. It carries out its activities in France and abroad, in particular through its customer management software suite Wat.erp. This one is today one of the leaders in this sector with more than 6 million subscribers and 1000 communities managed. With its experience in the environmental professions and its IT expertise, SOMEI prototypes and develops the digital tools of tomorrow thanks to its "Digital Lab".





The associated partners:

  • The Cheikh Anta-Diop University of Dakar (UCAD) has given itself the mission, through the Institute of Applied Nuclear Technology (ITNA), to be in charge of questions of applications of nuclear techniques to meet the demands of society for problems relating to the environment in all its compartments, public health training and research and development issues.

  • The Dakar Urban Transport Executive Council (CETUD): organizing authority for urban transport in Dakar, it conducts sustainable urban mobility programs and needs to understand the contribution of transport to air pollution.

  • The City of Dakar: role of facilitator thanks to its relations with the administrations and access to the data available at the city level.

  • The Ministry of Health whose objective is to improve the quality of life of the Senegalese population and implement actions to raise awareness and engage them in an approach of environmental responsibility.

  • The National Agency for Civil Aviation and Meteorology (ANACIM): competent on meteorology, climate, health and pollution topics.

  • The non-governmental organization Enda Energie: as a must in Senegal and specialized in energy, climate change and sustainable development issues.

  • The Ecological Monitoring Center (CSE) is a structure specialized in environmental monitoring and the sustainable management of natural resources based on relevant and reliable spatial information.
